TECHNICAL SPECIFICATIONS
1. Project Title
Procurement of Services of Training Provider for the Training on Agile Leadership
2. Total Budget
The required budget for the project is Php640,000.00 inclusive of applicable taxes. Said
budgetary requirement is included in the HRMD budget for CY 2022.
3. Brief discussion why the goods and services to be procured are necessary
We live in very uncertain times nowadays, especially with the COVID 19 pandemic which has
drastically disrupted businesses and people’s lives in general. Organizations and leaders
need to become more agile and more responsive to the changing times.
Becoming an agile organization is a profound transformation that requires leaders to change
the way they organize and manage their work, lead their teams, as well as measure results in
the end. The Human Resources Office (HRO) proposes to conduct a training on Agile
Leadership for division chiefs to equip them as they navigate their leadership role especially
during unprecedented times such as this.
4. Scope of the project
This 16-hour training program observing core hours (9am-12nn and 1:00pm-4:00 pm) shall
be done online or virtual as in Virtual Instructor-Led Training (VILT) (using a secure
platform accessible to all participants).
There must be a technical run of the conduct of the program prior to its actual conduct at
least one (1) week before the schedule to enable the Provider to make the necessary
adjustments in the preparations, technical setup and logistics (setup of technical
requirements (if applicable), sending of guidelines and procedures to the participants, etc.).
Program Objectives:
The Agile Leadership Training is conceptualized to enable target participants to:
1. Explain the principles of Agile and the Agile Manifesto and discuss the Scrum
Methodology;
2. Examine the Scrum Master skills for leadership agility and steering teams effectively
amidst volatility, uncertainty, complexity and ambiguity (VUCA);
3. Learn and apply tools within the Agile Framework to increase team productivity,
efficiency and effectiveness of business processes, and overall organizational dynamics
to produce desired results amidst tougher business demands;
4. Identify and act on bottlenecks that prevent teams from responding in an agile manner;
5. Assess team/unit readiness to successfully becoming agile; and
6. Employ coaching strategies to help their teams and the organization become more agile
and be able to practice the key elements of the coaching process, from contracting to
initial meeting to completion

5. Detailed specifications of the items, materials, equipment/hardware/software, accessories
and/or services to be procured
This program will cover but not limited to the following modules:
I. Foundational Elements to Agile Leadership
The module will look into the history of agile and discuss the agile manifesto. It will
describe its benefits for organizations and the necessary mindset shifts to effectively
lead in an agile context. The module will also detail the Agile manifesto and discuss the
Scrum Methodology. Finally, it will look into the different Scrum Master skills for
leadership agility. The leaders will be asked to take an Agile Leadership Assessment as it
relates to the Scrum Master skills to help them discover their levels in terms of agile
leadership competencies, what they need to do, and what the next steps are in their
maturity.
II. The Agile Organization
The module will discuss the ingredients present in an agile organization. It will look at
tools within the Agile Framework that will help to increase team productivity, efficiency
and effectiveness of business processes, and overall organizational dynamics to produce
desired results. A possible case study of an organization that uses an agile approach may
be presented. This will enable the participants to assess how agile the organization is
and how to match this with their assessment results so they can prepare in becoming
more agile leaders.
III. Agile Approaches to Change
In Agile implementation, just like in any other change management approaches, there
are roadblocks. This module will discuss agile approaches to reduce bottlenecks and
impediments in an organization in the implementation of an agile transformation.
Finally, an Agile readiness assessment will be discussed to help the participants in
becoming truly ready for the leap to agile.
IV. Agile Leadership Coaching
To sustain the gains of the program, participants will have one online group coaching
session with certified executive coach/es. The sessions will be based on the agreed
schedule between the coach and the coachees. This will enable the participants to go
on a discovery journey in terms of their leadership experiences, their successes, and
growth areas in relation to agile leadership principles.
Methodology/Mode of Learning:
This program shall use the latest adult learning principles of fun, interactive and highly
experiential activities which will include Structured Learning Exercises, lectures, and
simulation activities during the online learning session. It shall be conducted online or
virtual as in Virtual Instructor-Led Training (VILT) (using a secure platform accessible to
all participants) with synchronous sessions and asynchronous activities/tasks to be
completed by the learners using the GSIS Learning Management System.

Target Participants:
All GSIS division chiefs including those in acting capacity are the target participants of this
program. There will be at least 30 participants who will be part of the program per batch.
Training Provider’s Responsibilities:
1. Customize and submit a program proposal which includes the following:
a. Program Design (with course outline, methodology and activities lined up for
synchronous and asynchronous sessions);
b. Training Plan for online/virtual conduct of the program;
c. List of Technical Requirements to be set up or to be prepared by the participants for
the online/virtual conduct of the program;
d. Monitoring and Evaluation Plan (M & E) for online/virtual conduct of the program;
e. Resource Speaker/Facilitator’s Profile with only relevant/similar trainings included; and
f. Profile of alternate Resource Speaker/s or Facilitator/s to take charge of the program
just in case the main Resource Speaker/Facilitator is not available;
g. Profile of the training assistant and/or online platform assistant/producer with at least
one (1) year of experience in the role that they perform in similar trainings/seminars.
Note: Only those with completely submitted documents will be invited to present the
same to a panel of evaluators.
2. Conduct the training program (in collaboration with the GSIS Training and Oversight
Division (TOD) with at least one (1) training assistant and one (1) online platform
assistant/producer.
3. Provide training manuals/handouts to each participant.
4. Provide other training requirements, such as but not limited to:
a. Orientation on the online platform and learning tools that will be used by the
participants;
b. Online platform link/s for the duration of the workshop/program;
c. Backup internet/wifi to ensure stable internet connectivity all throughout the
workshop/program;
d. Supplementary reading or video materials;
e. Registration Summary of confirmed attendees (online registration);
f. Summary of attendees per session (log in/log out/ duration etc.);
g. List of poll/quiz platforms / game-based learning platform/external learning tools that
will be used for the workshop;
h. Online forms for assessments;
i. Worksheets / activities as part of the asynchronous tasks that shall be uploaded to the
GSIS LMS for completion of the participants;
j. Items for prizes (if applicable); and
k. Digital badges (if applicable).
5. Prepare Announcement/Welcome Letter, Program e-Poster/invite Guidelines for
Online/Virtual conduct of the program (for participants and their supervisors).
6. Conduct of pre and post training assessment.
