        Instructions to Tenderers - Supplementary Request for Tenders (RFT)
        Dear Supplier,
        We refer to the Education Procurement Service Framework for the Provision of Laboratory/Research
        Chemicals and Reagents LGC1599F, (“the Framework Agreement”) confirming your company’s
        inclusion in the relevant Lot Framework Agreement LGC1559F.
        In accordance with the Framework LGC1599F Agreement, Name of the Contracting authority hereby
        invites you to enter this Mini Competition.
        The mini-competition is based on the requirements as described in APPENDIX 1: TECHNICAL
        SPECIFICATION & SUPPLIER RESPONSE DOCUMENT attached to the Supplementary RFT document. 
        To enter this competition, you must complete and return your submissions to the Post-box on
        eTenders, in compliance with the Framework Agreement LGC1599F and the Supplementary RFT.
        Tenderers are reminded of the following Framework instructions and should comply with same:
        The contracting authority reserves the right, at its absolute discretion and without notice, to
        terminate, abandon, alter or change the basis of this mini-competition or to exclude one or more of
        the Suppliers from this mini-competition and, in such circumstances, the contracting authority  and
        its respective advisors shall not be liable to any person(s) as a result thereof.
        Future references to this SRFT include all information contained in it, and any other information
        (whether written, oral or in machine-readable form) or opinions made available during the mini-
        competition by or on behalf of the contracting authority or its advisers, consultants, contractors,
        servants and/or agents in connection with the SRFT or the mini-competition.
        Each Supplier’s acceptance of delivery of this SRFT constitutes its agreement to, and acceptance of,
        the terms set forth in the SRFT.
        Each tender submission,  and part thereof, must clearly identify the name and address of the
        company making the submission. 
        Nothing in the SRFT is, nor should be, relied upon as a representation of fact or a promise as to the
        contracting authoritie’s decision at the end of the mini-competition or to its ultimate decision in
        relation to the award of any contract(s) or any other future events. 
        Neither the contracting authority nor its advisers, consultants, contractors, servants and/or agents
        accept any responsibility for the legality, validity, effectiveness, adequacy or enforceability of any
        documentation executed, or which may be executed, in relation to this mini-competition. No legal
        relationship or other obligation (except for the Supplier’s irrevocable offer to be bound by its tender
        for the period stated) shall arise between a Supplier and the contracting authority unless and until a
        Call-Off Contract has been formally executed in writing by the Contracting Authority and the
        successful Supplier. 
        Any Call-Off Contract awarded at the completion of this mini-competition shall be based upon the
        Call-Off Contract Terms and Conditions as set out as Appendix 3 to this SRFT.

        Suppliers are advised to read all the documentation and to ensure that tenders submitted comply
        with the instructions where relevant and return all information requested.
        The deadline for receipt of tenders and the deadline for raising queries are set out in the SRFT. 
        Please note that it is the responsibility of each Supplier to ensure that completed tenders are
        submitted to the e-tenders electronic post-box only. Delivery to other locations / addresses will result
        in your tender being disqualified.
        Tender submissions will be evaluated based on the award criteria set out in the Supplementary RFT
        accompanying this document. 
        Failure to meet the deadline specified will result in your elimination from the competition.
        Submission of a bid by a Framework LGC1559F member will be deemed acceptance of all terms and
        conditions described in the SRFT and the Framework LGC1559F Agreement.
        As set out in the Supplementary RFT, the following documents will be required prior to and will be a
        condition of any award of a contract pursuant to this mini competition: evidence of a current Tax
        Clearance Certificate and confirmation that the relevant insurances are in place (as per the
        Supplementary RFT). 
        The award of any contract is also subject to product meeting the required standards as set out in the
        SRFT. Should the required standards not be met, the contracting authority reserves the right, in
        consultation with the Technical Evaluation Group, to award any contract to the next highest-ranked
        Tenderer.
        No commitment of any kind, contractual or otherwise, will exist unless and until a formal written
        contract has been executed with the Contracting Authority. Name of Contracting authority reserves
        the right to cancel this public procurement competition at any time prior to formal written contracts
        being executed.

         Section 1.        Background and Summary of Requirements  
              Contracting authority
        The  CA NAME  (the Contracting Authority), invites tenders from Framework LGC1559F
        Members. The supply, installation and commissioning of Product Description for CA NAME ,
        at  ADDRESS  is to be provided to the stated specifications, in accordance with this
        Supplementary Request for Tender (SRFT).
          Summary of Requirements
        The equipment being purchased is in one (1) LOT. 
        Please note: 
        In addition to the initial one off purchase the contracting reserve the right to activate
        additional drawdown requirements from this competition:
        The Contracting Authorities reserve the right to purchase up to an additional xxxx (x) items
        should such a need arise within a xxx (x) month period commencing from the date of award.
         Important Notice to   LGC1559F Framework   Members     
        The Contracting Authority reserves the right to update or alter any information contained in
        this document at any time. Any alterations to the SRFT including clarifications, changes,
        alterations to the deadlines etc. will be transmitted via eTenders only to LGC1559F
        Framework   Members.   The   Contracting   Authority   will   not   accept   responsibility   for
        information relating to this SRFT, which is communicated (or not communicated) via third
        parties.  
        If the SRFT is in any way altered or edited by third parties, the subsequent tender may be
        deemed inadmissible. 
        Requests for any additional services which are made by third parties or made outside of the
        communication provided by eTenders for correspondence should be considered beyond the
        responsibility of the Contracting Authority and outside of any contract entered into as a
        result of this SRFT. This SRFT should be read in conjunction with Framework LGC1559F
        Laboratory/Research Chemicals and Reagents.
