PROJECT NARRATIVE
This project consists of implementing All Electronic Toll (AET) collection facility at the FE Everett Turnpike Toll Plaza in the Town of Bedford.
The existing barrier tollbooth collection facility will be removed and roadway reconstructed to accommodate high speed AET toll collection
operation. The original facility was constructed in 1987, expanded in 2004 and again in 2012 with the Airport Access project.
The project scope shall be developed in accordance with the NHDOT Design Manual to ensure the proposed scope of work is complete and appropriate
Preliminary and Final Design, as well as construction support services, contract for conversion of the existing Bedford Tolling facility to an All Electronic Tolling (AET) facility.
Preliminary design will consist of review of the ORT design that was brought to PS&E for vertical alignment, 3D model, drainage design and associated details for roadway
construction. The vertical alignment for the ORT will be refined to accommodate the removal of the existing tolling facility. The Department will provide lane and ramp layouts
with a conceptual estimate for the three lane in each direction configuration.
Final design is expected to include development of all aspects of conversion contract plans, including but not limited to, plans and associated details for roadway construction AET
infrastructure and gantry design, drainage design, signing, construction sequencing with traffic management considerations. The Tolling Vendor will be responsible for all tolling
equipment installation and commissioning. The successful consultant will be responsible for coordination efforts between Civil Contractor and Tolling Equipment installation. The
contract plans will include complete toll plaza demolition plans for existing concrete barriers, tunnel decommissioning and administration building demolition.
The Department will develop the environmental study with the support of a statewide on-call environmental services consultant. Environmental services specific to the project to
be completed by the selected consultant will include the development of a wetland permit application package including associated wetland plans and other resource delineation
as necessary. There are no requirements for a Noise Analysis or Air Quality Analysis. The consultant is responsible for a Hazardous Waste Assesment for PFAS and LRS.
Preparation of Soil and Groundwater management plans are anticipated. The consultant should be pre pared to submit an Erosion Control plan and MS4 Compliance
documentation. At this time the Department projects must comply with Alteration of Terrain rules, while a permit is not necessary, the consultant will be responsible for oversight
for this compliance .
The Consultant will be required to assist the Department in the public outreach and public involvement process.
Geotechnical and Survey support will be the responsibility of the consultant. The consultant will either have in-house support or have under agreement a sub-consultant for
Geotech and Survey.
This work will require Professional Engineer licensure in the State of New Hampshire.
Consultants submitting a Letter of Interest will be assessed on their capability to perform the above-mentioned services, other related project experiences with project references
noted, and their current workload with the Department.
The compensation format for this agreement will be cost plus fixed fee and have a duration of approximately 18 months.
The project has a target advertising date and construction funding availability in Fiscal Year 2023 in the current 2021-2030 Ten Year Transportation Improvement Plan.
