Directorate of Road Construction, Directorate General of Highways intends to
conduct a selection of consultant services on Technical Assistance for Development
of Slope Stabilization, Design and Management Western Indonesian Road under
Western Indonesia National Road Improvement Project (WINRIP) IBRD LOAN NO.
8043-ID
The interested consultants may obtain the Application Forms of Request for
Expressions of Interest (REOI) by downloading from The Ministry Public Works and
Housing website (www.pu.go.id) or visit the POKJA office on working days at 10.00 –
16.00 WIB (Western Indonesian Time) starting from Monday, July 18th 2016 until
Wednesday, August 03rd, 2016 at the following address :

WESTERN INDONESIA NATIONAL ROADS IMPROVEMENT PROJECT (WINRIP)
IBRD LOAN NO. 8043-ID
Assignment Title: Technical Assistance for development of Slope Stabilization, Design and
Management Western Indonesia Road
This request for expressions of interest follows the General Procurement Notice for this project that
appeared in IBRD notice no: WB2217-800/11, dated May 18, 2011.
The Republic of Indonesia has received financing from IBRD toward the cost of the Western
Indonesia National Roads Improvement Project (WINRIP), and intends to apply part of the proceeds
for the following package of consultant service:
Technical Assistance for development of Slope Stabilization, Design and Management Western
Indonesia Road:
The TA’s objective is to provide technical support to DGH in improving their capacity for road
slope/embankment protection and management. It will include identification and inventory of the
existing slope and embankment conditions, assessment of future potential land slide/road erosion
problems, development of risk maps, prioritization of high problem/high risk areas, and
development of the Detail Engineering Designs for a limited amount of areas in the Western Corridor
of Sumatra. It will also include the review (and revision) of the National Standard and Manual
(NSPM) related to the slope protection, and capacity building.
To achieve the objective the consultant is expected to carry out the following activities but not
limited to:
a. Identify the areas with current or potential future slope/embankment failures on the national
roads of Western Corridor of Sumatra.
b. Select and prioritize the road sections works in annual work programs.
c. Develop the DED, cost estimates, environmental and social assessments, and tender
documentation for five problem locations.
d. Cluster the remaining problem locations identified during the field visits according to the
possibility of applying similar treatments and solutions and outline these solutions for each
cluster (develop a catalogue of slope/embankment mitigation/protection solutions).
e. Review, update and revise the existing NSPM in the area of slope/embankment management,
mitigation and protection. In addition, the consultant is expected to prepare (i) a new Design
Manual on Slope Protection for Road Development for rock/ stone materials; and (ii) the
necessary technical specifications concerning rock material treatments for slope protection
works.
f. Capacity Building and transfer of knowledge for related stakeholder in Padang, Medan and
Palembang.
The Directorate General of Highways (DGH) of the Ministry of Public Works and Housing (MPWH)
now invites eligible consultants to indicate their interest in providing the services. Interested
consultants should complete the Application Forms (Declaration, Forms 01, 02a, 02b, and 03) fully
and comply with all instructions on the Forms or submit the Expression of Interest in other format
with the same information as required in the attached Application Forms. The Expression of Interest
must be submitted together with a company profile/brochure, providing comprehensive information
about the company, description of similar assignments i.e. assignment title, assignment
location/country, name of employer/client, type of services provided, period of contract, starting
and completion dates and contract value as well as its professional/financial standing. Information
submitted should indicate that consultants have the required qualification and relevant experience
to perform the required services. The shortlisting criteria are:
a. Having experience in field of expertise and successfully completed contracts of similar nature
and complexity in the last seven (7) years;
b. Availability of permanent experts relevant to for the assignment – staff do not necessarily have
to be assigned to this contract at this stage.
Consultants will be selected in accordance with the Quality and Cost Based Selection method set out
in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers
May 2004, revised in October 2006 and May 2010.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to
enhance their qualifications. For Joint Ventures are limited to a maximum total of three consultants,
one lead consultant plus a maximum of two others. Joint Venture arrangements must be clearly
stated in the submission letter (joint venture or sub-consultancy), which will identify participating
companies and the nominated lead firm. Only experience of lead and member of joint venture will
be considered, experience of sub-consultant will not be considered. To be considered eligible,
Expressions of Interest must include properly completed forms for each member of a Joint Venture.
Foreign consultants are required to have a working license certification (Public Works Ministry
Decree No. 28/PRT/M/2006) from Ministry of Public Works prior to signing the contract (but not a
pre-condition for participating in the selection process).

the specific indication of this selection process. The Expressions of Interest must be submitted
